Monitoring and Evaluation Services

Our monitoring service delivers a comprehensive evaluation of compliance training programmes and the training supply chains. It combines observations of training delivery and facilities, analysis of learner feedback and remote monitoring of customer service and training administration to support better management of programme risks and continuous improvement of programme quality and impact.

CAS is experienced in running multi-year contracts for clients which own national and industry training programmes that people must successfully complete before being assigned to work. Typically these involve:

  • Teams of Inspectors conducting a range of prescheduled and unannounced visits to training organisations and observe training courses.
  • Analysts undertaking remote monitoring of course administration, trainer performance, the learning environment, client and learner feedback.

Remote data, inspection reports and learner evaluation forms are combined in client reports that profile throughput characteristics, performance trends, identify and track risks to the integrity and reputation of the programme or scheme and specify improvement opportunities.

EXAMPLE CONTRACT 1: NATIONAL TRAINING & CERTIFICATION PROGRAMME - ROAD TRANSPORT

A multiyear contract with a government agency to monitor and evaluate a national training scheme delivered by 90+ training organisations, 150 training centres, 400+ trainers. Outputs include monthly reports, annual comparisons, provider and training rankings, corrective actions and CPD events.

EXAMPLE CONTRACT 2: INDUSTRY TRAINING AND CERTIFICATION SCHEME - CONSTRUCTION

A multiyear contract with an industry body to monitor the delivery of safety training and assessments to construction workers. Outputs include periodic reports, process changes, trainer training, trend analysis and benchmarking.

EXAMPLE CONTRACT 3: LIGHT RAIL SAFETY CRITICAL TRAINING AND LICENSING SCHEME

A multiyear contract to develop a suite of safety critical licences and associated training courses for maintenance and operations managers and staff for a light rail franchise. This involved identifying current best practices, bringing them into a scrutiny-proof system and monitoring its introduction.

EXAMPLE CONTRACT 4: NATIONAL ONLINE LEARNING SERVICE

A two-year contract to monitor a state-funded platform delivering return-to-work courses leading to national qualifications in a range of business-related subjects. Outputs include learner feedback analysis, provider rankings, recommendations on learning interface, learner admin and support.

Independent Reviews

Identifying opportunities to improve major compliance training schemes

CAS is trusted by government and corporate clients to undertake independent reviews of national training programmes and safety critical training schemes. These are root and branch examinations of whether training programmes are delivering the impact and value expected of them. Insights gained from this work inform our monitoring services. Reports are custom-made for each client and might be for publication, for senior management, for ministers or submission to court as evidence.

EXAMPLE CONTRACT 1: REVIEW OF NATIONAL LEARNING TO DRIVE PROGRAMME

A review of learning-to-drive syllabus, process and materials for a European licensing authority. This involved analyses of historic road accident data, learner logbooks, pass/fail rates, learning materials and extensive stakeholder consultations. Our recommendations were fully implemented.

EXAMPLE CONTRACT 2: REVIEW OF TECHNICAL TRAINING OPTIONS

A review of options for improving the knowledge and skills of maintenance staff responding to failures in high reliability railway equipment and systems. It involved analysis of roles, consultations with staff and equipment suppliers, identifying gaps in competence frameworks and training.

EXAMPLE CONTRACT 3: REVIEW OF EXECUTIVE SAFETY TRAINING SCHEME

A review of safety management training for newly appointed rail executives. It involved comparisons with other industries, consultations with executive boards and legal advisors, analysis of training and assessment materials. Recommendations centred on developing executive teams and individuals.

EXAMPLE CONTRACT 4: EXPERT WITNESS REPORT ON INDUSTRY TRAINING AND CERTIFICATION

A report commissioned by lawyers defending a client against prosecution for Health and Safety offences following a fatal accident on a complex worksite. It involved analyses of regulations, witness statements, the competence management system, training contents and delivery.

COMPETENCE FRAMEWORKS AND TRAINING DESIGN

Building new compliance training programmes and courses

CAS has a long history of designing and developing competence management systems and training for safety and business critical staff. We have designed and project managed the introduction of important new training programmes. Our experience includes:

EXAMPLE CONTRACT 1: DEFINING OPERATIONAL REQUIREMENTS COURSE

Design and development of an online course for security professionals on defining operational security requirements. This involved specifying user and functional requirements, storyboarding, engaging developers, trialling, producing the final version with support materials.

EXAMPLE CONTRACT 2: HUMAN FACTORS IN ACCIDENT INVESTIGATION COURSE

Design of a workshop for rail operations managers and engineering specialists undertaking accident investigations. Focused on the use of human factors methods and tools for identifying and analysing root causes fo accidents and incidents. Now a standard CPD requirement across the client company.

EXAMPLE CONTRACT 3: INDUCTION TRAINING FOR HIGHWAYS MAINTENANCE TEAMS

Design of training for maintenance staff working on the motorway network. Focused on personal safety, safe systems of work, safety critical communications and emergency response, the course is now a mandatory induction/refresher for new/existing staff and identified as industry best practice.

EXAMPLE CONTRACT 4: DEVELOPMENT OF COMPETENCE MANAGEMENT SYSTEM

CAS has developed and managed the introduction of numerous competence management systems for workforces in highly regulated industries. This includes competence framework design, training schemes, assessment processes, QA procedures, report templates, competence records and KPIs.
